Rcon and Admin_Mod
There are two types of server administration interfaces.
Rcon is the remote console for halflife. Basiacally it lets you manipulate a server from your machine, no matter where the server is in the world.
Admin_Mod is similar to rcon, however its more of an addon to halflife than a built in interface. For this you will have to download and install admin mod.
